It is a Limited Edition Little Mermaid Black Diamond VHS that was banned due to its scandalous cover art. One of the spires looks like a male human body part and not one that should be on the front of a Disney VHS video cover or associated with a G-rated Disney movie.
The Little Mermaid was first released in theaters worldwide in 1989, but it wasn't until May 1990 that Disney made it available on VHS as part of the Walt Disney Classics line.

However, shortly after the tape started making its way into people's hands, a controversy was born. People noticed that there was a phallic shaped structure on the golden castle.
