Advertised at “Dumbbells for your feet!” these originally had straps to attach to your feet. There are many photos on the internet with the straps and they don’t look like they’d be hard to replicate. A shoe repair shop would probably have the buckles.
These were made in Brooklyn, starting around 1900, so quite possibly over 100 years old! In really beautiful shape.

The foot is 11” long, 3-1/2” wide, the barbell is 10” long.
