1920's Vintage or Antique Black Americana Folk Art

This is an Amazingly Awesome 103 year old Conversation piece that I have had for Years, it drew So Much attention.  It was purchased at an Estate Sale. Appears to be Made from Wax but I'm not positive. It's extremely intricate and delicate
The oars appear to be of the Egyptian style. I have no idea where and who made it. The colors of the shirts are brilliant green and red. The little straw cover looks like was yellow or tan at one time.
The man or boy that appears to be tired has the bottom part of his oar as well as the other one are broken off but are included in a little plastic bag that says Made in China, that is Stapled to the larger plastic bag that the item which is wrapped in large bubble wrap and beautiful blue crape paper. Placed in double boxes.
