Budget is a teaching / edutainment game that was first published in 1976. This is the 1983 edition which I believe was the 2nd edition to be released. It is sealed but see pics the plastic shrink has gotten dirty especially on the front and the box I would say underneath shrink is in fair to good condition at best.

I believe it plays a lot the mechanics of Monopoly but with different game winning criteria and a different purpose (education with entertainment)
