I know your thinking is this really a Hello Kitty Collection, and yes it is! The small tag stamp on it says: “Hello Kitty By Tarina Tarantino TM 76,0o Sanrio” (see pics)
It was an official collaboration one of a kind piece! So my guess is probably some rare characters from the Sanrio world and a Hippie theme, but I did gather from quick search on the internet that the character may be “Captain Trips”.
