California School Mid-Century Oil on Board Vintage Painting Signed Very Nice!

A Mid-Century California School painting in oil on board of a girl sitting on an overlook and watching a passing ship at sea as painted by R. J. C. Moore (20th century). My guess is this is a WWII themed painting of a young girl watching a troop transport carrying her soldier to war or back home. I haven't been able to find anything on this artist so he or she is probably not a listed artist but the skill, technique, and use of color points to an individual with some training or giftedness. The painting is framed in a wood frame painted in gold and cream and most of the nails hooding the painting in place suggest that this is the original mid-century frame. The painting measures 12 x 16 and with frame the measurements are 16 x 20. This painting is in very good plus vintage condition as you can see by the photos.
